Since 1989, our company has studied the economic development in Ukraine and observed
and worked
with many companies world-wide who have considered investment in Ukraine. We have
concluded that the objectives of the government
and those of the population are presently in conflict but can be resolved through a
different but appropriate economic development policy. The reversal would involve
eliminating the dependency of the government upon the population for their support and
enabling, through increased GDP, the population and the government jointly to feed off of
external sources of revenue for their mutual improvement. We are ready to implement such
economic development strategy in all cases where we have the support of the government or
