CONCEPT OF SURVIVAL OF THE POPULATION
UNDER CONDITIONS OF CRITICAL TECHNOLOGICAL LOADS

The extent of environmental pollution in a number of regions of Ukraine
have reached the critical level. Main air pollutants are transport, enterprises of
power engineering and metallurgical industry, considerable damage is caused by the use of
pesticides, which even in small dozes render negative influence on human health. The
intensive pollution of water basin is being continued. Ukraine occupies one of the first
places in the world by the amount of accumulated wastes.
The steady fall of the population increase in Ukraine forces to search
for effective ways in order to prevent the inhabitants extinction, to ensure their
survival in conditions of ecological crisis.
The main directions of the concept of survival of the population:
- Ecologization of industrial and agricultural production.
- Creation of the ecologically favourable habitat.
- Preventive measures, adaptation and rehabilitation of the population to technological
overloads.
1. The basis for the concept of survival - the following main
directions:
- In the epoch of the deep economic crisis the economical and ecological tasks need to be
solved simultaneously, submitting the unified strategy, which is not developed yet in
Ukraine, and in other more ecologically advanced countries has received the name of the
strategy "of sustainable development", the first step of which is
"ecologization of economy".
- Ecologization of economy assumes the turn of the main attention and means primarily not
to the sphere of consumption, but to the perfection of the objects, which are actual or
potential sources of environmental pollution.
2. The main directions of creation of the ecologically favourable
habitat of the man.
2.1. Clean air.
- Elaboration of the methods and means of quality control over automobile fuel and, first
of all, over the contents of aromatic connections in its composition, introduction of the
fuel quality monitoring system.
- Prohibition on the sale of petrol containing tetraethyl lead since 2000.
- Introduction of the system of general use of dopes for fuel and oils ensuring sharp
reduction of emissions toxicity of motor transport with diesel and carburettor engines.
- Introduction of catalytic filters for activation of fuel burning in transport engines,
ensuring more complete combustion of fuel and reduction of exhaust gases toxicity etc.
- Elaboration, development of manufacture and introduction of local devices of air
conditioning and air purification by various methods: ozonization, electroreological
filtration, use of pulse generators, repeated inversion of phases, wet and dry clearing by
physical-chemical methods etc.
2.2. Clean water.
- Elaboration and introduction of the new technologies of water treatment and water
disinfecting without the use of chlorinating. Development and introduction of
block-modular units for local water clearing by modern methods of electrocoagulation,
electroflotation, thin-layered setting, electroreological filtration, electrochemical
oxidation etc.
- Elaboration and development of block and local ozonizing units for drinking water
production. Elaboration and development of manufacture of mobile units of various model
sizes for complex water tertiary treatment. Creation of drinking water tertiary treatment
units of the new generation (with the use of electrical stationary and non-stationary
fields).
- Creation and organisation of manufacture of individual household and group modular
devices for drinking water purification from heavy metals, radioactive nuclides, organic
admixtures.
2.3. Clean soil.
- Development and practical realization of methods of recultivation of lands from
pollution by heavy metals, radioactive nuclides, pesticides and other products of
mans technogenous activity.
- Creation and introduction into agricultural manufacture practice of electroaerosol
agricultural engineering with the purpose of reduction of food products pollution.
- Maximum reduction of herbicides and pesticides applecation in agricultural manufacture.
2.4. Clean food.
- Development and introduction of the new foodstuff on the basis of vegetative raw
material with the use of the natural bio-additives with adaptogenous and immunogenous
properties ensuring prophylactic of diseases of ecological aetiology, and also
antitechnogenous action on human organism.
- Creation of the new and expansion of the operating production of pectin, clearing human
organism from radioactive nuclides and heavy metals (from apple marc, beet-chips, formed
at the tinned food enterprises, sugar-refineries), organisation of manufacture of food
products with pectin additives.
- Development, research of the efficiency of bio-antioxidants complex, development of
techniques of their application and organisation of industrial manufacture. Development of
technology and organisation of manufacture of medical and medical-prophylactic extracts
and balsams and elixirs from natural vegetative raw material.
- Elaboration and development of manufacture of desserts and drinks on the basis of
products of processing of fruit, berries and vegetables, milk, as well as confectionery
having adaptogenous properties.
2.5. Clean dwelling.
- Organisation of the ecological certification of dwelling. Realisation of inspections of
the basement and semi-basement premises of public usage for radon detection, development
and introduction of the recommendations on reduction of radon concentration up to MAC.
- Creation and introduction of the system of ecological certification of building
materials.
- Creation of production of ecologically safe furniture without the use of
phenol-containing materials, for example, at the expense of the use of elements with
cellular filling and composite materials of WSP-, WFP-type, in which ecologically safe
secondary polymeric materials are used as binding.
3. Ensuring of preventive measures, adaptation and rehabilitation of
the population in ecologically adverse conditions:
- Creation of the network of continuous ecological education, education of the population,
preparation and retraining of the experts mastering methods of preventive measures,
adaptation and rehabilitation of the man.
- Development and introduction of the system of diagnostics, adaptation, improvement and
rehabilitation of the persons, which took part in liquidation of the consequences of
disaster at Chernobyl nuclear power station or who have received infringement of health as
the result of techno- and geopathic influences.
- Development and introduction of non-medical methods of public health services and
adaptation to technological influences.
- Research for natural sources of vegetative adaptogenes, antistressors, immunogenes,
detoxicants and development on their basis medical-prophylactic and therapeutic remedies.
- Development of industrial technologies and creation of manufactures of adaptogenes,
immunogenes, antistressors and detoxicants.
